The Town Clerk’s Office serves as the hub of the community by providing the public with information both in person and over the telephone.  Please feel free to contact the Town Clerk’s Office with any questions you may have.


Responsibilities of the Town Clerk:
The Town Clerk records and maintains all town records, issues licenses and permits, and helps people with questions.  The Town Clerk attends all meetings of the Town Board, acts as clerk thereof, and records all actions taken by the Town Board.  All Local Laws are recorded in the Town Clerk's Office.  

Elections:
The Town Clerk works in conjunction with the Westchester County Board of Elections with regards to the Primary, General and Presidential Elections.  Absentee Ballot and Voter Registration Applications are available at the Town Clerk’s Office.

Applications, Certifications, Licenses and Permits issued by the Town Clerk:
        The Town Clerk is responsible for issuing many different applications, certifications, licenses and permits. Please contact the Town Clerk’s Office with any inquires.


Vital Records:
The Town Clerk is appointed as the Registrar of Vital Statistics. Documentation of all records pertaining to births, deaths and marriages that have taken place in the Town of  Yorktown are on file in the Town Clerk’s Office.

Birth certificates, death certificates, marriage licenses and the indexes related to such records are NOT subject to the provisions of the Freedom of Information Law (FOIL) and are NOT open to public inspection.


Records Management:
The Town Clerk is appointed as the Records Management Officer and is responsible for the disposition and retention of all town records.


APPLICATIONS FOR SERVICES, PERMITS AND LICENSES

Bell Jar, Bingo, Games of Chance
        The Town Clerk shall accept applications and issue licenses to conduct bell jar games, bingo games and games of chance.  Applications may be downloaded at: www.racing.state.ny.us


Birth, Death & Marriage Records
        Birth records may be obtained from the Town, City or Village in which you were born.  The fee for a certified copy of a birth record is $10.00.  Print the Birth Record Application and submit it to the Town Clerk's office at the address above.  Include a copy of your Driver's License and $10.00 check payable to the Town of Yorktown.

        Death records may be obtained from the Town, City or Village in which the person died.  The fee for a certified copy of a death record is $10.00.  Print the Death Record Application and submit it to the Town Clerk's office at the address above.  Include a copy of your Driver's License and $10.00 check payable to the Town of Yorktown.
        
        Marriage records may be obtained from the Town or City where you obtained your license. The fee for a certified copy of a marriage record is $10.00. Print the Marriage Record Application and submit it to the Town Clerk's office at the address above.  Include a copy of your Driver's License and $10.00 check payable to the Town of Yorktown.

        Applications for Genealogical Services - fill out form and send to the Town Clerk at above address. Include a copy of your Driver's License and $22.00 check payable to the Town of Yorktown.


Marriage Licenses
        New York State marriage licenses may be obtained from the Town Clerk’s office and can be used anywhere in the State of New York.  A couple must apply for their license in person at least 24 hours before their ceremony is to take place; the license is valid for 60 days thereafter. A certified copy of your Birth or Baptismal Certificate is needed upon submission of your application.  You must present picture identification (Driver’s License or Passport).  If there are any previous marriages which ended in divorce, certified court papers must be presented when applying for the Marriage License.  If any previous marriages ended in death, a certified death certificate must be presented when applying for the Marriage License.  Marriage License fee is $40.00.  Download Applicant's Information page.  


Commercial Filming
        All persons desirous of filming, videotaping or recording, for commercial purposes within the Town of Yorktown shall make application to the Town Clerk.  Applications may be submitted to the Town Clerk in person or by mail and may be downloaded here:


Commercial Garbage Licenses
        No person shall engage in or conduct the business of collecting waste materials and garbage within the Town of Yorktown and transport the same through said Town until such person has applied for and obtained a license from the Town Clerk.  Applications may be submitted to the Town Clerk in person or by mail and may be downloaded here: Garbage Application


Conservation (Hunting/Fishing) Licenses
        New York State Department of Environmental Conservation (DEC) licenses for fishing and hunting are available at the Town Clerk’s office or you may go to DEC’s website at: www.dec.ny.gov/outdoor/365.html

        New York State residents must show proof of residency by bringing their driver’s license when applying. Hunting licenses may be applied for usually during the second week of August. New York State Department of Environmental Conservation license year runs from October 1 to September 30.
        
        New York City watershed permits for fishing on area reservoirs are issued through the NYC Department of Environmental Protection; Access Permit Office is located at 71 Smith Avenue, Kingston, New York 12401. Applications for a watershed permit may be obtained from the Town Clerk’s Office or downloaded at: www.nyc.gov/html/dep/watershed/html/wsrecreation.html

        
Dog Licenses
        Every dog in New York State that is more than 4 months old must be licensed.  A current rabies vaccination must be included when applying for a dog license and/or renewal. Applications may be obtained from the Town Clerk’s office or downloaded at: www.agmkt.state.ny.us/AI/Doglic.html


Handicap Parking Permits
        A Handicapped Parking Permit may be issued for temporary or permanent use by the Town Clerk’s office. An application for license plates and parking permits for people with severe disabilities may be obtained from the Town Clerk’s office or the New York State Department of Motor Vehicles at: www.nysdmv.com

Peddling, Soliciting and Canvassing
        It is unlawful for any person to engage in the business of peddling, soliciting or canvassing in the Town of Yorktown without first obtaining and having in force a license issued by the Town Clerk.  An application may be downloaded here: Peddling, Soliciting and Canvasing.  


Special Use Permits
        Special uses for which conformance to additional standards is required shall be deemed to be permitted uses in their respective districts, subject to the satisfaction of the requirements and standards set forth. Street Closing Applications
        No road shall be closed for a temporary recreational use unless a permit has been issued from the Town Clerk.  Download an application here: Street Closing Application.  


Taxicabs
        It shall be unlawful for any person to keep any taxicab for hire without first having obtained a taxicab license in full force and for any person to drive or operate such taxicab without having obtained a taxicab driver’s license.  Please read Chapter 265: Taxicabs in the Town Code for complete details on operating a taxicab in the Town of Yorktown.  Download applications here: Taxicab License and Taxicab Driver.
