EXECUTIVE SESSION
Councilman Bianco moved, seconded by Councilman Campisi to move into Executive Session to discuss the employment of particular persons and conduct volunteer board interviews.
Councilman Bianco moved, seconded by Councilman Campisi to move out of Executive Session and proceed with the Work Session.
WORK SESSION
Supervisor Linda G. Cooper called the meeting to order. Deputy Town Clerk Diana L. Quast, Director of Planning John Tegeder, Acting Town Engineer Sharon Robinson and Town Attorney Kevin Sweeny were also present.
PLANNING BOARD ISSUES
Planning Board Chair Dave Klaus was present to give the Board an update on what is before the Planning Board. The Town Board thanked him for his update.
SHRUB OAK PARK DISTRICT
GRANT FOR PLAYGROUND EQUIPMENT
RESOLUTION # 469
Upon motion made by Councilman Louis Campisi, seconded by Councilman Matthew Metz,
Whereas, the Shrub Oak Park District is within the Town of Yorktown, and
Whereas, the Commissioners of said park district have applied for and received approval for a New York State Parks, Recreation and Historic Preservation department grant, specifically
Project PKS-06-TA-014 $25,000, and
Whereas, said grant monies are for the purpose of playground equipment to be installed within the Shrub Oak Community Park District land, and require no matching funds, now
Therefore, be it resolved, the Town of Yorktown hereby accepts and authorizes the $25,000 Fiscal Year 2006 Initiative Grant.

UNSEWERED HALLOCKS MILL HOMEOWNERS
Town resident Susan Siegel was present to discuss with the Board the steps for getting properties sewered in the Hallock’s Mill Sewer District. The Board explained that until the New York City Department of Environmental Protection makes a decision on whether or not they will up the SPDES Permit allowance, they cannot put any more homes into the district.
John McGowan thanked the Board for their work in trying to get residents who are unsewered into the district. He asked if the Board would consider an informational meeting with regards to sewers. Mr. McGowan spoke in favor of getting sewers because of so many septic systems that are failing in the area.
COMMUNITY HOUSING BOARD
Community Housing Chair Ken Belfer was present to discuss with the Board affordable housing set aside in the Comp Plan, accessory apartment changes and affordable housing being placed on a lot of Erin Court. Mr. Belfer explained that they Housing Committee would like to build an affordable house on Erin Court, he suggested meeting with the residents in the community and get their feelings on the design and placement. Mr. Belfer discussed changes to the Accessory Apartment Law and affordable housing set aside in the Comp Plan. The Board agreed to advertise for a public hearing to be held in December, 2006. The Board thanked ken Belfer for his comments.
ARCADY ROAD
Supervisor Cooper discussed with the Board the recent updates regarding Arcady Road. The Board agreed to discuss this issue with Highway Superintendent Eric DiBartolo at the next Town Board meeting.
QUALITY COMMUNITIES GRANT
Assistant Planner Lorraine DeSisto was present to discuss with the Board a grant opportunity to fund a study of parking solutions in the Yorktown Heights and Mohegan Lake business centers. The majority of the Board did not want to move forward with this grant application at this time.
TOWN BOARD MEETING AGENDA
The Board discussed the November 21, 2006 Town Board meeting agenda.
