Yorktown Awards Garbage Contract

Lowest Bid to Save $1.5 million in First Five Years

(October 20, 2022) – The Town Board has awarded a new garbage contract that will provide the same level of garbage and recycling service to residents beginning in January.

The Board voted to give a five-year contract to Competitive Carting, the lowest responsible bidder. The Town will pay Competitive $3.5 million in 2023, with an escalating rate rising to $4 million in 2027. The contract also contains an option to extend the agreement for three years. In comparison to higher proposals received during the Town’s bidding process, the Competitive Carting contract will save taxpayers $1,500,000 in the first five years and up to $2,500,000 in savings if the Town opts to renew each of the one-year renewals to 2027.

Yorktown issued four rounds of requests for bids to reduce garbage-collection costs. Competitive Carting’s proposal came in $600,000 lower than bids from previous rounds that would have reduced garbage pickups to once a week.

“Our persistence paid off,” said Supervisor Matt Slater. “Our staff worked diligently to find ways to reduce costs while maintaining our current level of service. We knew the cost of the contract was going to increase for several reasons including the current economic conditions that our nation is facing, but the result was the best we could have hoped for.’’

The first bid considered by the Town Board would have doubled the current contract from $2,000,000 to $4,000,000. The Town Board rejected this bid and received more proposals including reducing garbage pickup once a week for $4,100,000. Throughout the bidding process, the goal was for homeowners to continue to have twice weekly pick up.

The garbage and recycling service is paid for by the Town’s Refuse District. The estimated increase for homeowners is $2.65 per week or $138 for the year. This initial increase is due to the contract increasing from $2,000,000 to $3,500,000 for 2023. The 2024 contract will increase to $3,600,000.

“There’s been a vetting process that we’ve gone through to determine the responsibility of the bidders,” said Councilman Ed Lachterman before the Town Board’s vote.

Located in Mahopac, Competitive Carting is a family-owned business offering experienced garbage and waste removal services for residential and commercial, including junk removal. The company performs garbage removal in many communities in northern Westchester and southern Putnam counties.
