Drinking Water Fluoridation Project

Project Update & Progress November 2020

The contractor was given a Notice to Proceed on July 1, 2020.  
Initial activities were focused on preparing the construction schedule, obtaining permits and submitting technical details on materials and equipment to be incorporated into the project.  Prior to the start of work, the two contractors prepared site-specific health & safety plans.  The contractors were also required to obtain security clearances for all workers to allow for access onto property owned by NYCDEP.  
The Electrical Contractor (Acorn Electric) mobilized on site in September 2020.  Work performed: electrical demolition, de-energizing electrical service & coordination with Con Edison for new service, conduit & wire identification. 
The General Contractor (ELQ) mobilized on site in October 2020.  Work performed: identification of underground utilities, temporary fence install, building demolition & removal of roof structure.
November 2020: Work continues on the demolition of the existing structure, building repairs, installation of new electrical services with conduit and wiring from transformer.

 

Project Timeline

 

2016: the Town Engineering & Water Departments worked together to prepare a grant application to the New York State Department of Health for an Engineering Study to look into the feasibility of adding fluoride to the drinking water supply.  The Town had previously added fluoride to the drinking water to meet requirements of the Town Code.  One of the fluoride addition facilities was turned off in 2013 due to equipment problems and the funds were not available to make the necessary repairs.
November 2016: The New York State Department of Health notified the Town they would be receiving a grant award for the Drinking Water Fluoridation Project in the amount of $19,444.
The Town hired Arcadis ($19,444) to assist with undertaking a study of the available alternatives for adding fluoride to the drinking water.  An Engineering Report was prepared for the proposed project, which included the design elements that would be provided along with a design & construction cost estimate.
2017: the Town Engineering & Water Departments worked together to prepare a grant application to the New York State Department of Health for Design & Construction of a  facility to add fluoride to the drinking water supply. 
May 2018: The New York State Department of Health notified the Town they would be receiving a grant award for Design & Construction of a Drinking Water Fluoridation Project in the amount of $901,050.
July 2018: The Town hired Arcadis ($209,000) to perform engineering design and construction oversight of a Fluoride Addition Facility.
September 2019: Bids were advertised
December 2019: The Town awarded construction contracts as follows:

ELQ (General Contract): $687,155
Acorn Electric (Electrical Contract): $162,815

July 2020: the Town issued a Notice to Proceed to commence work on the project.
